Understanding the AllPaid service fee
When you make a payment through AllPaid — online, by phone, or in person — a service fee is added to your total. This fee is charged by AllPaid, not by the agency or government office you are paying.
What is the service fee?
The service fee is a charge for use of the AllPaid payment platform as a third-party payment facilitator (PayFac). The service fee covers the cost of securely processing your payment. The agency does not collect or receive any portion of it. AllPaid accepts multiple payment methods, including credit cards, debit cards, and electronic checks (eCheck/ACH). The fee amount may vary depending on the payment method you choose, but the same disclosure process and refund policy apply regardless of how you pay.
Will I see the fee before I pay?
Yes. The service fee is always displayed on the payment confirmation screen before you submit your payment, itemized separately from the amount owed to the agency. You will not be charged without seeing the fee first. For agent-assisted/IVR phone payments, the Payment Specialist will inform you of the service fee.
Is the service fee refundable?
The service fee is non-refundable in most circumstances, even if your underlying payment is later reversed or returned. Specifically, the fee will not be returned to you if:
The agency or government office declines, rejects, or does not accept your payment after it has been submitted, or
The agency requests a reversal or refund of your payment for any reason (for example, if a payment was submitted in error).
Why does this apply even if the agency rejects my payment?
The service fee covers the cost of processing and transmitting your payment. Those processing costs are incurred at the time of submission, regardless of what the receiving agency does afterward.
What if my card was declined?
If your payment was declined by your card issuer or bank before it completed, you were not charged a service fee. A declined transaction means the payment was not processed, so no fee is assessed.
Can I cancel my payment after submitting it?
Once a payment has been submitted through AllPaid, you cannot cancel it yourself. If you believe a payment was submitted in error, contact the agency or government office directly. Only the agency can reject or reverse a submitted payment.
